The Federal Ministry of Justice has formally transitioned from manual, paper-based operations to a digital workflow with the launch of the Enterprise Content Management System (ECMS), signalling a significant reform in justice sector administration.
Speaking at the launch in Abuja, the Attorney General of the Federation and Minister of Justice, Lateef Fagbemi, SAN, said the move reflects President Bola Ahmed Tinubu’s commitment to building an efficient, accountable and citizen-focused justice system capable of delivering timely outcomes.
The ECMS enables the electronic creation, processing, approval, storage and retrieval of official documents, effectively ending the era of manual file handling and unstructured information management within the ministry.
Fagbemi said the digital shift would dismantle long-standing bureaucratic delays that had slowed justice delivery, noting that the paperless system aligns with Pillar Five of the Federal Civil Service Strategy and Implementation Plan (FCSSIP25), the Renewed Hope Agenda and the National Policy on Justice.
According to him, the ECMS is not merely a technological upgrade but a governance reform designed to strengthen institutional memory, improve decision-making, secure official records and enforce discipline, transparency and accountability in workflow management.
“Our objective is clear—to build a modern, efficient and digitally enabled justice sector that responds effectively to the needs of Nigerians,” he said.
The launch ceremony also featured the inauguration of renovated facilities within the ministry, including the staff clinic, sports centre, crèche and staff canteen, underscoring what the Attorney General described as a renewed focus on staff welfare and workplace modernisation.
Also in attendance were the Head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack; the Solicitor-General of the Federation and Permanent Secretary of the ministry, Mrs Beatrice Jeddy-Agba; Permanent Secretaries from the Ministries of Interior and Health and Social Welfare; as well as heads of agencies under the Ministry of Justice.
In her remarks, Jeddy-Agba disclosed that within eight weeks, the ministry had scanned and uploaded 6,241 physical files comprising 331,297 pages onto the 1Gov Enterprise Content Management System.
She said the ministry had also achieved 100 per cent official email coverage for staff, conducted multi-tier digital skills and ECM training, activated departmental champions and established standard operating procedures for document tracking, approvals and workflow coordination.
Jeddy-Agba said the ECMS marked the end of inefficiencies associated with paper-heavy processes and the beginning of a modern, transparent and efficiency-driven culture in justice sector administration.
