Rivers Assembly overrides Fubara, enacts service commission law

The Rivers State lawmakers have enacted the the Rivers State House of Assembly (RSHA) Service Commission Law, after Governor Siminalayi Fubara’s refusal to assent.

The decision was made after an impromptu plenary session on Friday.

Backing the decision, the Speaker, Martin Amaewhule, cited Section 100(5) of the Constitution of the Federal Republic of Nigeria 1999 as altered, which empowers the House to override the Governor, where the Governor withholds his assent.

ThisNigeria reports that this is the second time that the House had vetoed Governor Fubara.

Recall that in January, he had also refused to assent to four bills which include the Rivers State Local Government Law (Amendment) Bill; Rivers State Traditional Rulers’ Law (Amendment) Bill; Rivers State Advertisement and Use of State-owned Property Prohibition (Repeal) Bill and Rivers State House of Assembly Fund Management Bill.
