As more allegations continue to trail against the suspended embattled deputy commissioner of police Abba Kyari on his activities are the leader of the force intelligent unit, a Lagos based Industrialist, Mr Emmanuel Ugochukwu Madumere has accused two officers of the IGP monitoring team of extortion, intimidation and connivance with a Chinese national to dupe him.
DCP Abba Kyari is standing trial in a case instituted against him by the National Drug Law Enforcement Agency NDLEA, over his alleged link with drug barons.
In separate petitions sent to the Inspector- General of Police and the Police Service Commission, a copy which has been cited by our correspondent, Madumeri accused one CSP Dalatu Usman and Clifford Agboji attached to the IGP monitoring team of aiding Mr Eric Qi Bing, a Chinese national who duped him of $58,000 and N18,000,000 (Eighteen million) to evade police arrest and prosecution.
Madumere in his petition stated that he agreed with Mr Eric Bings company, Navigator Production Nigeria Limited to supply him three 4ft containers of 11 tones of speaker wires at the rate of $1.47 per roll in 2012.
However, after delivery of the consignment and payment of N18million naira for clearance at the ports, he discovered that a substantial part of the products, totalling 27,832 rolls were fake and grossly below the standard of the agreed quality and unfit purpose. He then returned the products to Navigator Production limited in expectation and agreement of Mr Eric Bing refunding him with the loss which stood at $84,310.1 plus the cost of clearing at the ports at N18million naira.
“ Sir all our legitimate efforts to get a refund failed because Navigator Production Limited refused to heed to our pleas with its attendant consequences of we refunding our customers who have withdrawn their patronage from us and has cost my company great diminishing return on business earnings” the petition read in part.
Frustrated, Mr Madumere said he approached the police through the Inspector General of Police Monitoring team. “the police invited Mr Eric Qi Bing on the 16th of February, 2016 through a letter signed by one ACP Ben Nebeolisa Okolo requesting Mr Bing to interview one CSP Dalatu Usman”, Madumere wrote.
A search for a deliberate evasive Mr Bing through Mr Madumeres sponsorship which required him to pay for flight tickets of police officers from Abuja to Lagos and other parts of Nigeria paid off as Mr Bing was subsequently arrested in the north through police tracking devices.

Mr Madumere stated that he was shocked when the police released Mr Bing on bail after refunding him a paltry $10,000. Subsequent efforts to get Mr Bing to pay the balance or charge him to court became fruitless as the police claimed they did not know the whereabouts of Mr Bing and refused to arrest his guarantor, Mr Paul Kaiza.
Mr Madumere narrated that the two police officers, CSP Dalatu Usman and Clifford Ugboji now resorted to extorting money from him under the pretext of looking for Mr Eric Bing amounting to over two million nairas which he paid into their accounts at various times.
Mr Madumeres’s petition is appealing to the police authorities given the renewed vigour to deal with rogue policemen and root out corruption to transfer his case to a more competent police team and apply the necessary sanctions on the erring officers.
