The House of Representatives passed for second reading the N1.78trn Appropriation Bill for the Federal Capital Territory (FCT) for the 2025 fiscal year.

Out of the total budget, N150.35bn is allocated for personnel costs, N343.77bn for overheads, and N1.28trn is earmarked for capital projects.

Titled “A Bill for an Act to Authorise the Issue from the Federal Capital Territory Administration’s Statutory Revenue Fund of the Federal Capital Territory Administration Account the Total Sum of N1,783,823,708,392.00…,” the proposal was presented by House Leader, Hon. Julius Ihonvbere, and seconded by Minority Leader, Hon. Kingsley Chinda.

Subsequently, the bill was referred to the Committees on Federal Capital Territory and FCT Area Councils/Ancillary Matters for further legislative scrutiny.

President Bola Tinubu had earlier transmitted the proposed budget to the House, as read by Speaker Abbas Tajudeen during plenary on May 6, 2025.

In his correspondence, the president emphasised that the budget was submitted in line with Section 299 of the Constitution, which vests legislative authority over the FCT in the National Assembly.
Tinubu explained that the 2025 FCT budget prioritises key areas such as healthcare, job creation, social welfare, agriculture, and infrastructure.

He further stated that 85 percent of the capital allocation would be used to complete ongoing projects, with the remaining 15 percent dedicated to new initiatives.
