Gombe Assembly passes 2022 appropriation bill of N154.96bn

The Gombe State House of Assembly (GSHA) has passed the 2022 appropriation bill of N154.96 billion reflecting an increase of N353.35 million over the initial N154.61 billion proposed by Gov. Inuwa Yahaya.

Mr. Abubakar Umar, GSHA Information officer, stated this in a statement he signed and made available to newsmen on Tuesday in Gombe.

The statement showed that Alhaja Aliyu Baba-Manu, Chairman, House Committee on Appropriation, said that it derived the budget estimate from Gombe State Development Plan (DEVAGOM) 2021-2030.

Baba-Manu said the estimate had a capital expenditure of N83.49 billion representing 53.9 percent and a recurrent expenditure of N71.47 billion representing 46.1 percent.

He said the bill which had an opening balance of N6 billion would be funded with recurrent and capital receipts of N161.49 billion with a deficit that would be financed with Internal and External Borrowings of N56.80 billion leaving N4.44 billion as Closing Balance.

Given the sectoral allocation of the capital expenditure, Baba-Manu said the economic sector had the highest allocation of N57.19 billion, representing 68.6 percent followed by the social sector with N19.31 billion representing 23 percent.

Administrative, Law, and Justice Sectors had N4.37 billion representing 5.2 percent and N2.60 billion representing 3.1 percent respectively.

He said after a review of the budget proposal, the House approved the size and the sectoral allocations of the 2022 budget as well as all the virements made in the 2021 budget as recommended by the Appropriation Committee.

Speaking shortly after the passage of the bill, the Speaker, Mr. Abubakar Mohammed, commended the Appropriation Committee for presenting an articulate report that guided the House in taking an informed decision within a short period of time.

He commended Yahaya for the good performance in the implementation of the 2021 budget and proposed a people-oriented 2022 budget with capital to recurrent expenditure ratio of 53.9 percent to 44.1 percent taking cognizance of macro-economic indices.

Mohammed called on the Executive to ensure the effective implementation of the estimate as approved by the House.

The Speaker urged Standing Committees of the House to be diligent in their oversight function on MDAs under their purview to achieve appreciable performance in the implementation of the Budget. (NAN)
