New cash policy: Reps order CBN to halt exercise

The House of Representatives yesterday ordered the Central Bank of Nigeria (CBN) to halt the implementation of the new cash withdrawal policy slated for January 9, 2023, pending compliance with the provisions of the Act establishing the bank.

The House also summoned CBN Governor, Godwin Emefiele, following the provisions of the Central Bank Act to brief the Chamber on several policies of the bank in recent times.

This came just as Emefiele disclosed that President Muhammadu Buhari has given the apex bank the free hand to carry out its policies, saying, “President Buhari said we should carry on our work, no need to fear, no need to bother about anybody.”

But there was anger in the House yesterday as members took turns to condemn the new cash withdrawal policy, saying it will grossly affect small businesses and the economy since most rural communities don’t have access to banks.

Following a point of order raised by Mark Gbillah on the provisions of the Central Bank Act, the House directed the CBN Governor to appear before the House on December 15 to brief the lawmakers on why the policy should be allowed to stand.

Sponsor of the motion, Magaji Da’u Aliyu, said the new policy by the CBN, which limits daily cash withdrawal to N20, 000 daily should not be allowed to stand as it will adversely affect the Nigerian people, especially those running small-scale businesses.

He said while the country was trying to come to terms with the decision to redesign the currency, the CBN was coming up with yet another policy that will adversely affect the masses without proper advocacy.

However, Emefiele said the recently introduced policy on cash withdrawal limit was not meant to hurt anybody but to strengthen the nation’s economy.

The CBN governor, who stated this while speaking with State House Correspondents after meeting behind closed doors with President Muhammadu Buhari in Daura, Katsina State, assured that the apex bank will not be rigid on the policy following criticism from the senate, business experts, and some stakeholders.

Recall that the CBN had on Tuesday unveiled a revised cash withdrawal limit with a maximum of N100,000 cash withdrawal per week for individuals and N500,000 cash per week for corporate bodies but the Senate faulted the bank on the implications and timing of the policy, arguing that it might worsen the tight economic environment.

Besides, stakeholders have expressed worry about the possibility of implementing hitch-free cash withdrawal limits in communities with ‘blind spots or poor network connectivity.’

But the CBN governor explained that more and more countries that are embracing digitization have gone into cashless and that this policy is not targeted at anybody.

 

*Says President told him to carry on without fear

Emefiele, who said he visited Daura to greet Mr President and to brief him about what is happening in Central Bank and the economy, revealed that President Buhari was very happy “and said we should carry on our work, no need to fear, no need to bother about anybody.”

He said that the new policy of the apex bank is for the good and development of the Nigerian economy, appealing to Nigerians “to please see this policy the way we have presented it.”

Responding to the objection of the senate, he said, “Well, the senate of the Federal Republic is the National Assembly, they are the legislative arm of the government and from time to time we brief them about what is happening and about our policies and I’m aware that they have asked for some briefings and we will brief them.

“But I think it’s important for me to say that the cashless policy started in 2012. But on almost three to four occasions we had to step down the policy because we felt that there is a need for us to prepare ourselves and deepen our payment system infrastructure in Nigeria.

“Between 2012 and now 2022, almost about 10 years, we believe that a lot of electronic channels have been put in place that will aid people in conducting banking and financial service transactions in Nigeria.

“We heard people talk about some of the people in the rural areas and the truth is that even online banking, as I was coming out to Daura, I saw a kiosk that has super-agent today. It’s because of the way we felt that there was a need for us to deepen the payment system infrastructure. We have 1.4 million super agents that are all over different parts of the country, all local governments, and all villages in this country.

“I have told my colleagues, some of their names are already on the CBN website and we will publish all the names of all the super agents. And having super-agent which is different from the banks which are different from microfinance banks, which are different from other financial institutions. Having 1.4 million of them is as good as having 1.4 million banking points where people can conduct services.

“We think, Nigeria as a big country, the biggest economy in Africa that we need to leapfrog into the cashless economy. We cannot continue to allow a situation where over 85 per cent of the cash that is in circulation is outside the bank. More and more countries that are embracing digitization have gone into cashless.

“I said it at different fora that this is not targeted at anybody, it’s just meant for the good and development of the Nigerian economy and we can only continue to appeal to Nigerians to please see this policy the way we have presented it.

 

“We will be reviewing from time to time how this is working because I cannot say that we are going to be rigid. But it is not to say that we will reverse, it is not to say that we will change the timing, but whether it is about tricking some amount to be a little bit higher or a little bit lower, and all the rest of them.

“We will do so because we are humans, we want to make sure that we are making life good for our people. We do not want to make life difficult for them. So there is no need for anybody to worry, the central bank is monitoring what is happening and I can assure everyone that we are up and alive to our responsibilities and we will do what is right for Nigeria and Nigerians.

“I can only just assure you that it will go around, let us just be calm, luckily the old currency continued to be legal tender till January 31, 2023. So, I want to crack a joke, both the painted (new notes) and unpainted (old notes) will operate concurrently as legal tender. But by January 31, the unpainted one will not be useful to you again, so please take it to your bank as quickly as possible,” he added.

 

* CBN has taken over N500bn old notes into vaults

On the amount of the old notes the central bank has been able to get back to the vaults, he said, “we have taken more than have a trillion and in the bank, we also have close to having a trillion. But what we have done in the central bank is to move more people from different departments into currency processing so that they can process this cash as quickly as possible and from there, banks can now move what they have with them.”

He said that there were so many things happening concerning issues bothering the currency and the fact that only yesterday, the new currency reached the banks and they believe that the banks will begin to distribute these currencies to the members of the public who are their customers.

This, the CBN governor said would assure the president that things are going on well about the currency as well as issues bothering the cashless policy that CBN recently introduced.

 

*Other reactions

Lead Director, Centre for Social Justice (CSJ), Eze Onyekpere (Esq), said the N20, 000 daily limit withdrawal for individuals in the country by the CBN is a hopeless policy.

He accused the CBN Governor of not thinking through the policy before imposing it on Nigerians.

He said the new policy on cash withdrawal limit is going to affect small businesses in terms of bank charges, fees, and vat that they will start paying.

Onyekpere noted that the CBN Governor was introducing this policy at a time he understands that over 40 per cent of Nigerians were unbanked, adding that it will not force anybody into the banking system.

 

“It will rather alienate and give the banking system a bad name. I had my debit card not activated for about three weeks, and my bank could not give any explanation. This is because young IT experts in the industry are being offered higher wages abroad and they are leaving.”

In contrast, the Managing Director and Chief Executive Officer (MD/CEO) of Maxifund Securities Investments, Okechukwu Unaegbu, said the CBN is 100 per cent correct on the new policy.

According to him, “I have my reasons, the first reason is that the National Assembly people are in the minority even though they are representing us. None of the over 160 million Nigerians, which are in the majority can boast of earning N20,000, a week, I don’t know about you, whether you get N20,000 a week, I don’t know but I am telling you that over 160 million Nigeria do not earn up to N20,000 a week.

“If N20, 000 is the limit, then the CBN is very generous. Most Nigerians get about N5, 000 and N10, 000 in a week, that is if they can ever get N10, 000. I am just being realistic. Unfortunately, the legislators said they are against it.

“The politicians, the terrorists, bandits, and kidnappers are the people that the CBN are targeting to make sure they don’t have so much money to continue to destabilise the country.”
